Periodista. Político españo. Presidente del Partido Socialista Obrero Español (PSOE) de 1948 a 1951. Titular de las carteras ministeriales de Hacienda (1931), Obras Públicas (1931-1933), Marina y Aire )1936-1937) y Defensa Nacional (1935-1938) durante la Segunda República. Exiliado en México tras la derrota republicana en la guerra civil española, desempeñó la presidencia del PSOE entre 1948 y 1951.
